Paint-ball/laser-tag -esque game where two teams try to peg one another with the balloons while hiding behind barriers like trash cans, tables tipped on their sides, etc. If you get hit, go back to a certain point, try to capture another group's relic or flag.
If you have a volleyball net: (and this one is good for younger kids) Play volleyball with the water balloon, but you have two people holding the sides of a towel. You catch the balloon in the towel and send it back over. Eventually it will pop and splash. The team that makes it pop on the other team gets the point.
